Enforcement actions are taken based on tips from residents and town employees. Actions taken to enforce the water restrictions will be posted on this page and is our way of showing that the restrictions are taken seriously.
Water Department personnel will be looking for violations during the work day and after hours. However, we can not watch every part of town all of the time and rely on reports from concerned citizens, most or which are anonymous. Tips help give us specific areas to check and are often enough to make a difference plus help make the process more efficient. If we are unable to witness the infraction ourselves, we will contact the property owner to make sure they are aware of the restrictions and hopefully avoid the need for further action.
Please keep in mind that in order to issue a written warning or a fine, the reporting party must give us their name and possibly testify in court in the event the charge is contested. We understand that some people are not willing to do this but we can not issue a written warning or fine without a witness.

The Topsfield Water Department has instituted a Mandatory Outdoor Water Use Restriction effective June 21, 2010. The restrictions are required because the average daily stream flow for the Ipswich River, as recorded at the United States Geological Survey's Ipswich Gauge Station, has fallen below 52.5 cubic feet per second for three consecutive days. Flows below this minimum level are not adequate to support fish and other river-dependent life. The following restrictions apply to all water users which includes all persons, regardless of their geographic location, using water withdrawn from water sources located within the Town of Topsfield:
- Nonessential outdoor water use is limited to hand-held hoses or buckets only before 9 A.M. or after 5 P.M. each day.
- The use of automatic irrigation systems at any time is strictly prohibited.
- Essential outdoor water use is permitted and includes those uses that have a health or safety impact, are required by regulation or are needed to meet the core functions of a business or organization.

The Topsfield Water Department has instituted a Voluntary Water Ban effective June 4, 2010. The restrictions are required because the average daily stream flow for the Ipswich River, as recorded at the United States Geological Survey's Ipswich Gauge Station, has fallen below 70 cubic feet per second for three consecutive days.
All town residents are asked to curtail nonessential outdoor water use between 9 A.M. and 5 P.M. each day. In addition to curtailing outdoor use the Water Department encourages the following conservation measures:
- Run your dishwasher and clothes washer only when full.
- Fix any leaks around the house.
- Install water efficient toilets, faucets and shower heads.
- Keep a pitcher of water in the refrigerator, rather than running the faucet.
- Consider replacing water intensive lawns with a xeriscape (low water demand) flower garden.
The voluntary restriction will be in place until stream flow increases and remains above 70 cfs for 10 days or continues to decline and falls below 52.5 cfs for three consecutive days at which time mandatory restrictions will be required.
