Stormwater Management and Erosion Control
Welcome to Topsfield's Stormwater Management and Erosion Control site. The Town filed a Stormwater Management Plan with the Massachusetts Department of Environmental Protection (DEP) in 2004. The plan was approved and the Town now has a National Pollutant Discharge Elimination System (NPDES) permit to operate our stormwater collection system. The five year plan outlines the steps the Town will take to reduce water pollution by improving the quality of our stormwater and to reduce the amount generated.
Our Stormwater Management Plan includes provisions for public education and outreach, infrastructure mapping, regulation review, illicit discharge elimination, and pollution prevention. Stormwater Management Committee Bylaw
The Town approved the Stormwater Management Committee Bylaw at the May 2010 Annual Town Meeting. This bylaw creates a standing Stormwater Management Committee which is appointed by the Selectmen and charged with implementing the Illicit Discharge Bylaw.
The committee is comprised of one active member of the Board of Health, Board of Road Commissioners, Board of Water Commissioners, Conservation Commission, Planning Board or their agents, and the Stormwater Officer and Inspector of Buildings.
Illicit Discharge Proposed Bylaw
The Town is proposing a new bylaw that will regulate illicit connections that discharge to the Town's stormwater collection system. Residents will be able to vote on the proposed bylaw at the May 2010 Annual Town Meeting. Click here to view the bylaw.
