The Topsfield Highway Department would like to take this opportunity, as the snow season is upon us, to remind all residents of the Town's bylaws, regulations, and policies for snow removal.

Topsfield does not have an overnight parking ban like some other communities. We do, however, have a traffic regulation that prohibits on street parking , anytime it snows. Parked cars are a particular hazard during snow removal operations. Having all cars off the street makes snowplowing easier and reduces the time it takes to do the job, thereby, reducing the cost.

A Town bylaw is in place that prohibits the act of "pushing, plowing, or otherwise relocating snow onto a public way or sidewalk". When at all possible, snow removal operations are done at night. Often times, the roads are completely plowed before most residents leave for work. Please help the Town by telling your snowplow contractor, or if you use a snowblower, don't put the snow in the street! This bylaw was enacted to improve public safety and save taxpayer dollars. It saves the Town from having to re-plow streets that have already been plowed and sanded and reduces the Town's liability.

During the winter months, fire hydrants and catch basins must be kept free of snow and ice. This ensures the safety of your neighborhood during an emergency. The Water Department helps with snow and ice operations. As a result, it can take several days or even longer to remove snow near fire hydrants. Your assistance in clearing snow from the nearest hydrant and catch basin to your home is important. Yellow arrows at the centerline of the road point to each catch basin to assist you in easily locating it.

Remember to listen for school cancellations on local radio stations. PLEASE DO NOT CALL THE POLICE DEPARTMENT OR EMERGENCY CENTER FOR THAT INFORMATION. They can be very busy with emergencies and other incidents during snowstorms.
